Dust these chocolatey drop cookies with powdered sugar for a traditional look, or frost them with your favorite icing or frosting.
Preheat oven to 350F.
Spray 2 baking sheets with vegetable cooking spray. In a medium bowl, combine flour, cocoa, baking soda, and salt. Mix well. In a large mixing bowl, using an electric mixer set on medium speed, beat together granulated sugar and margarine until light and fluffy. Beat in milk and vanilla. Add egg whites to sugar mixture, 1 at a time, beating well after each addition. At low speed, beat in flour mixture until just combined.
Drop dough by rounded tspfuls, one inch apart, on prepared baking sheets. Bake cookies until firm, about 10 minutes. Place baking sheets on wire racks and cool completely. Dust with powdered sugar or frost.
